Consultancy Services for Establishment of 500 Labour Quarters at Workers Welfare Fund Balochistan

The Workers Welfare Fund, Balochistan has reserved funds for the procurement planned for FY 2026-27. The Workers Welfare Fund, Balochistan intends to apply part of the proceeds of this Fund to cover eligible payments under the contract for consultancy services of ESTABLISHMENT OF 500 LABOUR QUARTERS AT HUB with the reference of P178233. Bidders registered on EPADS v2.0 from eligible bidders are invited to submit RFP through EPADS v2.0 for provision of Consultancy Services. The procurement will follow Single Stage-Two Envelope Procedure of Principal Method of Procurement (i.e. Open Competitive Bidding) adopting Quality and Cost Based Selection (QCBS) technique in line with Public Procurement Rules, 2026 and any Regulations and Instructions issued by the Authority. All proposals must be accompanied by a Bid Security as described in the Bid Security section. Call at Deposit or Bid Securing Declaration on the prescribed format is described. The RFP, prepared in accordance with the instructions in the e-Bidding documents, must be submitted through EPADS v2.0 on or before Tuesday, November 17, 2026 12:30 PM. Proposals will be opened on the same day at Tuesday, November 17, 2026 01:00 PM. Manual submission of RFPs shall not be entertained. The bidder shall provide an undertaking, duly signed and stamped by the authorized representative, confirming that consultant shall, as a first priority, prepare and submit the PC-II (Feasibility Study) of the project, including all necessary surveys, preliminary designs, cost estimates and supporting documents required for approval from the competent forum. All subsequent stages of consultancy services shall commence only after the approval of PC-II by the Client and the competent authority. Interested bidders should ensure their registration on EPADS and prepare their proposals accordingly. Earnest Money and other bid security requirements must be strictly followed to avoid disqualification. The submission deadline and opening time are fixed and late bids will not be accepted.
