Design, Build, Finance, Operate and Transfer (DBFOT) Digital Library & Knowledge Network at Customs Area Saryab Road Quetta

The Balochistan Public Private Partnership Authority (BPPPA) invites bids for the Design, Build, Finance, Operate and Transfer (DBFOT) of a Digital Library & Knowledge Network at the Customs Area, Saryab Road, Quetta. This project is under a Public-Private Partnership for a concession period of 15 years on a revenue basis. The project will be delivered in three phases and fully funded by the concessionaire. Items being procured: - Design, build, upgrade and expansion of Digital Library & Knowledge Network - Operation and maintenance of the facility - Transfer of the project after concession period Bidders must meet eligibility criteria including registration as a non-profit organization or company in Pakistan, valid National Tax Number (FBR), registration with Balochistan Revenue Authority (BRA), clean record with no conflicts or blacklisting, and compliance with technical requirements for financial soundness, experience, methodology, work plan, presentation, and key professionals. A minimum score of 70/100 is required to qualify technically. The bidding procedure follows National Competitive Bidding using Single-Stage Two-Envelope rules. Financial proposals will be evaluated on a revenue sharing basis with the highest revenue share payable to the government winning the bid. Only one bid per bidder is allowed, consisting of original technical and financial proposals plus five hard copies and one soft copy on USB. Bid security of PKR 3.0 Million is mandatory, to be submitted in the form of bank guarantee, CDR, pay order or demand draft valid for 28 days beyond the bid validity period of 90 days. Bids must be prepared using prescribed formats as per the RFP. The bid submission deadline and opening date is 11:00 AM PST on November 19, 2026, with technical proposals opened at 11:30 AM at the BPPPA office, A-49 Jinnah Town, Quetta.
