Hiring of Consultancy Firm for Provision of Clean Drinking Water Supply to Skawar and Minawar Area Gilgit

Gilgit Development Authority (GDA) invites sealed bids for hiring a well reputed consultancy firm for provision of clean drinking water supply to Skawar and Minawar area Gilgit. The consultancy services include formulation and planning of water supply projects for these areas. Eligible consultant firms must be registered with Pakistan Engineering Council (PEC) or Pakistan Council of Architects and Town Planners (PCATP) and renewed for the year 2026-27. The bidding will follow a single stage two envelope procedure and evaluated on QCBS method. Items being procured: - Consultancy services for provision of clean drinking water supply to Skawar and Minawar area Gilgit Bidding documents including evaluation criteria and TORs can be obtained from the office of Deputy Director Works, Gilgit Development Authority (GDA), Yadgar Chowk, Khomer, Gilgit or by email request at gdagilgit@gmail.com upon payment of Rs. 15000/- (non-refundable) by 17th November 2026 during office hours. A pre-bid meeting will be held on 10th November 2026 at 11:30 AM at GDA head office for interested applicants. All bids must be accompanied by a bid security of PKR 0.500 Million in the form of CDR issued by a scheduled bank in the name of Deputy Director Works Gilgit Development Authority. Applications with two sets of Technical Proposal and Financial Proposal, separately sealed, signed and stamped on prescribed forms must be delivered in sealed envelopes by hand or registered mail to the Deputy Director Works, GDA, Yadgar Chowk, Khomer, Gilgit not later than 18th November 2026 at 11:00 AM. Bids will be opened same day at 11:30 AM. GDA will not be responsible for any cost or expense incurred by bidders in preparation or delivery of bids. In case of official holiday on submission day, next day will be treated as closing date. GDA reserves the right to cancel the bidding process at any time prior to acceptance of a proposal. Bidders are advised to carefully prepare their technical and financial proposals according to the TORs and ensure timely submission to avoid disqualification. The earnest money in form of CDR must be valid and properly issued to avoid rejection.
