The contract term is fifteen years with a possible extension of ten years. Bidders must demonstrate prior experience in public utility operations and provide financial stability with minimum annual turnover and net worth of PKR 100 million. Bidders should ensure compliance with Federal Board of Revenue (FBR) registration and Balochistan Revenue Authority (BRA) requirements. Annual net profit sharing with MCQ is required, and bids quoting below the reserve threshold will be rejected. The tender also requires a performance security deposit of 5% of the quoted investment.
