Tender Description
This tender invites bids for the establishment of a Cadet College at Mithi in District Tharparkar, Sindh, under the College Education Works Department Mirpurkhas. The project involves the remaining works of a Category-I Bunglow as part of ADP No.658 for the fiscal year 2025-26. The scope covers comprehensive civil works including excavation, reinforced concrete, brickwork, plastering, flooring, woodwork, and sanitary fittings, all to be executed at the site in Mithi.
The works require skilled construction practices with attention to quality materials such as cement concrete, deodar wood, UPVC piping, and porcelain tiles. The site conditions in Tharparkar pose challenges including material transportation and climatic considerations, demanding efficient project management and adherence to engineering standards. The contractor must ensure proper supervision, timely procurement, and execution within the stipulated 24-month completion period.
Bidders must be registered with the Pakistan Engineering Council in the appropriate category and possess valid NTN and Sindh Revenue Board registrations. Compliance with PEC Category-I requirements and active FBR/ATL status for the financial year 2025-26 is mandatory. The tender also requires submission of a Call Deposit Receipt (CDR) as bid security amounting to 5% of the estimated cost and a performance security of 10% upon award.
The submission deadline is set for 27th April 2026 at 10:30 AM, with bid opening scheduled the same day at 11:00 AM at the Camp Office of the Executive Engineer Education Works Division Umerkot near GBHS No.01. Bids must be submitted in sealed envelopes to the office address provided. All bids must remain valid for 90 days from the date of opening.
Pro-Tip: Ensure all mandatory documents including PEC registration, tax certificates, CNIC copies, and affidavit of non-blacklisting are complete and properly sequenced in the technical proposal. Missing any mandatory document can lead to outright rejection regardless of technical merit. Also, carefully review the bid security and performance security requirements to avoid disqualification.
