Canteen / Cafeteria Services at Pakistan Meteorological Department Headquarters Islamabad

The Pakistan Meteorological Department (PMD) Islamabad invites bids from reputable firms, companies, and service providers registered with relevant government agencies and active taxpayers for the establishment and operation of canteen/cafeteria services at its Headquarters located in Sector H-8/2, Islamabad. This procurement follows the Single Stage Two Envelope procedure under Rule 36(b) of the Public Procurement Rules, 2004. Bidders must have relevant experience in food delivery and catering services and meet the criteria outlined in the bidding documents available free of cost on the PMD website and PPRA EPADS portals. Items being procured: - Establishment and operation of canteen services including kitchen facilities with natural gas (contractor responsible for gas during load management), stoves, fridge/freezer, microwave oven, air conditioning for officers, tandoor, dining hall furniture, and electrical appliances - Provision of meals on subsidized rates to PMD employees - Maintenance of hygienic conditions inside the canteen and surrounding areas - Operation of a tuck shop/snack bar alongside regular meals - Menu items include fruit salad, green salad, chicken fried rice, vegetable fried rice, chicken biryani/pulao, beef pulao, various curries (chicken handi, karahi, shami kabab, haleem, mutton qorma, beef qorma, chicken qorma), daal varieties, mixed vegetables, snacks (sliced bread, sandwiches, burgers, paratha, roti, channa), beverages (lassi, tea, green tea, coffee, fresh juice, soft drinks, mineral water), and other items as per Annex-III The contract period is initially one year, extendable based on performance. The successful bidder must provide a bid security of Rs. 150,000 in the form of CDR/Pay Order/Bank Draft in favor of the Director General PMD, Islamabad, and upon award furnish a performance guarantee of Rs. 500,000. Bidders must have experience running canteens in government or reputed private organizations and comply with all food safety and health regulations. Staff hiring, salaries, security clearance, and medical fitness certificates for cooks and waiters are the responsibility of the contractor. Bids must be submitted online through PPRA EPADS and hard copies delivered to the I&P Section, PMD Headquarters, Islamabad by 22-09-2026 at 10:30 AM. The technical evaluation requires a minimum 60% score to qualify for financial evaluation. The lowest financially qualified bidder will be awarded the contract. The PMD reserves the right to accept or reject any or all bids without assigning reasons. A practical tip for bidders: Ensure all bid documents are complete, signed, and attested as incomplete submissions will be disqualified. Also, strictly adhere to the menu pricing and technical criteria to avoid disqualification. Early submission is advised to avoid last-minute issues on the EPADS portal.
