Design, Build, Finance, Operate, Maintain and Transfer Carbon Offset Project – Afforestation, Reforestation and Revegetation (ARR) in Balochistan

The Balochistan Public Private Partnership Authority (BPPPA) invites sealed proposals from qualified national and international prospective bidders to design, build, finance, operate, maintain, and transfer the Balochistan Carbon Offset Project (BCOP) under a Public-Private Partnership (PPP) framework for a concession period of 46 years (03 Years Development Phase and 43 Years Operations & Maintenance Phase). The project covers afforestation, reforestation, and revegetation (ARR) of approximately 34,351 hectares of degraded coastal mangrove ecosystems along the coastline of Balochistan in Districts Gwadar, Hub, and Lasbela. It aims to generate estimated cumulative carbon credits of approximately 17 Million tCO2e with a projected gross revenue potential of USD 707.355 Million, while delivering vital coastal resilience and socio-economic co-benefits including green jobs, sustainable fisheries, and community development. The procurement process follows the Balochistan Public Private Partnership Act, 2025, and the Balochistan Public Private Partnership Rules, using a Single-Stage Two-Envelope bidding procedure under International Competitive Bidding (ICB). Bidders must submit one comprehensive proposal consisting of a Technical Proposal (1 original + 4 hard copies + 1 soft copy in USB) and one sealed Financial Proposal, enclosed in a single outer sealed master envelope clearly marked with the project title. The Bid Submission Deadline is November 25, 2026, at 11:00 AM PST, with bids opened the same day at 11:30 AM PST at the specified address. A Bid Security of PKR 100 Million in the form of a bank guarantee issued by a scheduled bank in Pakistan or a foreign bank counter guaranteed by a scheduled bank in Pakistan is mandatory. Bidders must meet the Basic Eligibility Criteria as provided in the RFP.
