Tender Description
The National Accountability Bureau (NAB) Islamabad/Rawalpindi invites applications for pre-qualification of firms and vendors for procurement planned under the FY 2026-27 funds. The process will establish a panel of capable contractors who may later receive Invitations to Bid and enter into contracts after the subsequent bidding process. The primary scope is identified as civil works, with the qualification and evaluation material also covering repair and replacement services for vehicles, machinery equipment, computer hardware and IT equipment, software, and furniture and fixtures.
Specific item list not provided in the notice. The document does not provide numbered items, quantities, units, contract lots, reserve prices, or a detailed schedule of civil works. Applicants should therefore review the complete pre-qualification documents and any later schedule of requirements issued through EPADS v2.0. New vehicle, computer, machinery, and furniture parts must be installed or replaced with warranty where applicable. Evaluation will use Quality Based Selection, comprising 70 technical marks and 30 financial marks, with a technical passing threshold of 35 marks.
Eligible national applicants may apply individually, as a joint venture where permitted, or as subcontractors subject to the document requirements. Firms and vendors must demonstrate at least five years of similar experience with a reputable government organisation or department. Registration and eligibility evidence may include CNIC or NICOP for individuals, FBR NTN or GSTN documentation, relevant company or partnership records, and an affidavit on **PKR 100** stamp paper confirming that the applicant has not been involved in litigation and has not been blacklisted by any government department. Debarred or blacklisted applicants are ineligible.
Applications must be prepared and submitted electronically through EPADS v2.0 by **August 21, 2026 at 10:30 AM**. Manual submissions will not be entertained. Applications will be opened electronically at **11:00 AM** the same day. Clarification requests and grievances must also be submitted through EPADS. Applicants should register on EPADS early, verify all qualification evidence, and upload files well before the deadline to avoid technical submission issues.
