Tender Description
Port Qasim Authority (PQA), Karachi, invites bids for a comprehensive Cleaning and Sweeping Services Contract covering all PQA areas, offices, and the PQA Housing Complex for the period 2026-28. This contract is issued by the Environment and Safety Department of PQA and requires bidders to provide a full range of janitorial and sweeping services across multiple locations within the Port Qasim premises.
Items being procured:
- Cleaning and sweeping of roads, streets, open areas, and remote corners including main security check-post, roundabouts, marginal wharf roads, railway sidings, chairman's secretariat, control tower, workshops, truck parking, sewage treatment plant, edible oil and molasses area, IOCB area, national highway T-junction, and other specified roads
- Cleaning of nallahs and soakage pits
- Cleaning and sweeping of PQA offices including TOB-II, TOB-I, Admin Blocks I-III, telephone exchange, stores, industrial management, security and immigration offices, water works, officer's mess, fire fighting station, cargo offices, tower building, and old canteen
- Cleaning and sweeping services at PQA Housing Complex including streets, mosques, schools, water points, garbage collection and disposal, sewerage drain maintenance, house-to-house garbage collection, and staircases
- Extra-ordinary seasonal works such as tree coloring
- Deployment of 150 workforce including 12 supervisory staff and 138 janitorial workers
- Provision and maintenance of cleaning tools and materials such as phenyl, surf, tile cleaner, drain opener, brooms, mops, toiletries, fragrances, and deodorants
- Installation and maintenance of biometric attendance systems
- Provision of pick and drop services for janitorial workers
- Medical facilities and emergency hospital access for workers
The scope includes daily cleaning and sweeping, garbage removal, floor scrubbing and polishing with machines, cleaning of toilets and sanitary fittings, window cleaning, rodding and clearing of sewerage lines, and maintenance of cleanliness standards throughout PQA premises. The contractor is responsible for providing all labor, materials, equipment including vehicles like hydraulic mechanical road sweeper, shovel, excavator, tractors, suction pump trucks, garbage trucks, and buses.
Eligibility criteria require firms to be registered with FBR, submit income tax reports for the last three years, provide audited accounts, and comply with labor laws including EOBI/SESSI registrations. The contractor must ensure timely payment of wages, provide uniforms and shoes, and maintain a strict monitoring system for workforce deployment and performance.
The tender emphasizes the importance of earnest money deposit of Rs. 1,000,000 and performance security of Rs. 2,000,000. The contract duration is two years with possible extension. Penalties apply for non-performance or absenteeism. The contractor must enter into an agreement within 14 days of Letter of Intent and commence work within 3 days of signing.
