Cleaning & Sweeping Services Contract for Port Qasim Authority Areas, Offices & Housing Complex 2026-28

Port Qasim Authority (PQA) Karachi invites bids for a comprehensive Cleaning & Sweeping Services Contract covering all PQA areas, offices, buildings, roads, open spaces, marginal wharf areas, and the PQA Housing Complex for the period 2026-28. The contract requires provision of all manpower, supervisory staff, machinery, vehicles, equipment, cleaning materials, consumables, and waste disposal services necessary for satisfactory execution.\n\nItems being procured:\n- Cleaning & Sweeping Services Contract for PQA Areas, Offices & Housing Complex 2026-28\n- Deployment of 150 personnel including 12 supervisory staff and 138 janitorial/cleaning workers daily\n- Use of Hydraulic Mechanical Road Sweeper Vehicles, Shovels, Excavators, Scrubber/Polishing Machines, Trucks with Suction Pumps, Garbage Trucks, Tractors/Trolleys, and buses for worker transportation\n- Supply of approved quality cleaning materials including phenyl, disinfectants, detergents, tile and toilet cleaners, drain openers, liquid soap, brooms, mops, brushes, naphthalene balls, deodorants, fragrances, and other consumables\n- Daily sweeping, cleaning, washing, mopping, scrubbing, polishing, dusting, garbage collection and disposal, drain and sewerage maintenance, removal of blockages, cleaning of oily areas, jungle cutting, and other related services as directed\n- Installation and operation of biometric attendance systems for workers at designated locations\n- Provision of uniforms, footwear, seasonal clothing, hygienic meals, and transportation for workers\n\nThe contract requires compliance with all applicable labor laws, EOBI, SESSI, tax, safety, and environmental regulations. Bidders must be registered with FBR, Sindh Revenue Board, and active on the tax payer list. The contract will be awarded through a Single Stage Two Envelope procedure using Least Cost Based Selection (LCBS).\n\nBids must be submitted electronically via EPADS v2.0 by 24 September 2026 at 11:30 AM. Manual bids will not be accepted. Bid security in the form of a Pay Order of Rs. 1,000,000/- must be submitted in original to the Environment and Safety Department, Port Qasim Authority. The contract performance guarantee is 0.5% of contract price in the form of a bank guarantee.\n\nA pre-bid meeting will be held on 4 September 2026 at 11:30 AM at the DG (Admin) Conference Room, Administration Block 3, Port Qasim Authority, Karachi.
