Operation & Maintenance Services for HVAC Chiller Plant & Allied Equipment at NBP Ex-NDFC Building Karachi

The National Bank of Pakistan (Engineering Division) invites bids for the Operation & Maintenance Services for HVAC Chiller Plant and allied equipment including wall mounted and floor standing Air-Conditioning units installed at NBP Ex-NDFC Building, Tariq Road, Karachi. This contract is for a tenure of 3 years and covers comprehensive services including continuous operation, preventive and corrective maintenance, repair, and technical support for chillers, pumps, motors, air handling units, valves, piping, electrical systems, and standalone AC units including the Islamic Branch. Items being procured: - Operation & Maintenance Services for HVAC Chiller Plant & allied equipment - Wall mounted Air-Conditioning units - Floor standing Air-Conditioning units - Supervisory and technical support services - Gas charging and circuit board repair for refrigerators, water dispensers, floor-standing and wall-mounted ACs The scope includes daily operational monitoring, preventive maintenance schedules (daily, weekly, monthly, annual), emergency troubleshooting, cleaning, chemical dosing, and ensuring uninterrupted plant availability. The bidder must maintain necessary tools and safety equipment on site and ensure economical consumption of materials and spare parts. The contract requires presence of qualified personnel with specified technical qualifications and experience. Eligibility criteria include valid PEC registration in C-6/O-6 category with specialization ME-01, active FBR registration, and proven experience of at least three annual O&M contracts for 50 HVAC chillers worth not less than Rs. 4 million each in the last three years. Bidders must have an office presence in Karachi for after-sales service. Bids must be submitted online via EPADS v2.0 by Friday, November 20, 2026 at 11:00 AM PKT. Manual submissions will not be accepted. Bid security in the form of Pay Order, Banker's Cheque, or Bank Guarantee is required. The evaluation will be based on Least Cost Based Selection (LCBS) technique. The contract includes liquidated damages for failure to maintain 90% plant availability and penalties for poor service or delays. Performance guarantee of 5% of contract price is required. Payments will be made monthly against actual invoices.
