Tender Description
Nfc Institute of Engineering & Fertilizer Research Faisalabad invites e-bids for the complete supply, installation, commissioning and testing of a 100 kW solar system on turnkey basis. This project includes design, supply, installation, testing, commissioning and two years operation and maintenance (O&M) of the solar power generation system at the Faisalabad campus.
Items being procured:
- 100 kW N-type Monocrystalline bifacial dual-glass PV modules
- Three-phase on-grid string inverter (β₯100 kW AC)
- Mounting structures fabricated from hot-dip galvanized steel
- AC/DC cables and accessories including MC4 connectors
- Power disconnect devices including MCCB and manual transfer switches
- Earthing pits, lightning arrestors, and grounding equipment
- Remote monitoring and data acquisition system with GSM device
- Transportation, installation, testing, commissioning, and net-metering services
The technical scope covers all electrical and civil works including PV mounting structures designed for wind speeds up to 150 km/h, proper anchoring, waterproofing, and synchronization with the national grid and existing generator sets. The contractor must submit detailed design calculations, shop drawings, and single line diagrams for approval prior to work commencement. The system must comply with BS OHSAS standards and include a comprehensive O&M plan for two years with quarterly preventive maintenance and corrective maintenance within seven days of fault notification.
Eligibility criteria require firms to be registered with SECP, FBR, Punjab Revenue Authority, and hold a valid Pakistan Engineering Council (PEC) license in C5 category with relevant solar codes. Bidders must have completed at least one solar project of minimum 100 kW capacity and a total installed solar capacity of at least 300 kW in the last five years. Financial soundness with an average sales turnover of Rs. 30 million over the last three years is mandatory.
Bids must be submitted electronically via Epad v2.0 by the specified deadline. Bid security of PKR 500,000 (5% of estimated cost) in the form of CDR or bank guarantee is required. Bids will be opened electronically on the same day.
The contract duration for installation is 4 weeks from commencement followed by two years of O&M. Payment milestones are linked to site survey, supply and installation stages, commissioning, and training of designated officials.
Bidders are advised to conduct a detailed site survey before bid submission to assess electrical upgradation and structure requirements. Submission of complete technical and financial proposals separately is mandatory.
A practical tip for bidders: Ensure all technical data sheets, certifications, and warranty documents from original manufacturers are included with the bid to avoid disqualification. Also, maintain close coordination with the Employer for timely submission of shop drawings and compliance with all technical specifications to facilitate smooth approval and execution.
