Tender Description
This tender invites contractors to construct a compound wall for the Government College Masu Bhurgiri located in Hyderabad, Sindh. The project is managed by the College Education Works Department, Hyderabad, under ADP #680 of 2025-26. The scope includes excavation, brickwork, RCC work, steel reinforcement, plastering, painting, and installation of steel grated doors. The estimated cost is PKR 14.297 million with a contract period of 24 months. The site is in Hyderabad, requiring careful handling of materials and adherence to local construction standards.
The work demands skilled execution of civil construction tasks including foundation excavation, cement concrete, brick masonry, and finishing works. Contractors must ensure quality materials and workmanship to meet the engineering specifications. The compound wall will provide security and boundary definition for the college premises. The project requires compliance with PEC registration (CE-10 category), valid tax registrations, and submission of technical and financial proposals in separate sealed envelopes. The tender follows the Single Stage Two Envelope procurement method with online bid submission via the EPADs portal and physical submission of proposals.
Bidders must hold valid PEC registration for the relevant category and demonstrate financial stability with a bank statement showing 20% cash availability of the estimated cost. Active registration with Income Tax and Sindh Revenue Board is mandatory. The tender requires submission of an earnest money deposit in the form of a Call Deposit Receipt and a tender fee. Technical proposals will be evaluated on experience, machinery, technical staff qualifications, and financial capacity. Joint ventures are not allowed.
The submission deadline is 20th April 2026 at 10:00 PM, with technical bids opening at 10:30 AM the same day at the office of the Executive Engineer, College Education Works Department, Hyderabad, located at Bungalow No.204, Behind Beacon House School, Qasimabad Phase-II. Financial bids of technically qualified firms will be opened later as notified on the EPADs portal. Bidders are advised to monitor the portal regularly for updates and clarifications.
Pro-Tip: Ensure all mandatory documents including PEC registration, tax certificates, affidavits on e-stamp paper, and bid security are complete and properly signed. Missing or incomplete documentation can lead to disqualification regardless of technical merit. Also, carefully follow the bid submission instructions to avoid rejection due to procedural errors.
