Tender Description
The Pakistan Airports Authority (PAA) is procuring a Computer Based Digital Call Handling System for its Rescue Coordination Centers (RCCs) located at Jinnah International Airport Karachi (JIAP), Allama Iqbal International Airport Lahore (AIIAP), and Rescue Sub Center IIAP Islamabad. This procurement is specifically managed by the Logistics ANS Branch at PAA Headquarters Karachi, Sindh. The scope includes supply, installation, commissioning, and training for the digital call handling system across these three critical locations.
The technical scope requires bidders to provide a fully compliant digital call handling system as per the detailed specifications in the bidding documents. The system must be capable of handling emergency coordination calls efficiently and reliably. Installation and commissioning must be completed within 60 days from the contract signing date. Training for PAA personnel is also included to ensure smooth operation and maintenance.
Eligible bidders must be registered with the PPRA EPADS portal and hold valid NTN certificates with 100% compliance on the Active Taxpayer List (ATL) of FBR for sales tax and income tax. Foreign bidders must be locally registered and meet all eligibility criteria. Bidders must submit original bid security physically before the bid submission deadline and attach a copy online. Bid security must be in the form of pay order or bank guarantee from an approved bank. Alternative or conditional bids are not permitted.
The bid submission deadline is **08-07-2026 23:59:59**. Bids must be submitted electronically through the PPRA EPADS portal only. Physical bids must be submitted in sealed envelopes at the Logistics (ANS) Branch, Headquarters Pakistan Airports Authority, Terminal No.1, JIAP Karachi, before the deadline. Late submissions or submissions by email or other means will not be accepted.
A practical tip for bidders is to ensure timely submission of the original bid security instrument physically, as failure to do so will result in immediate rejection of the bid regardless of online submission. Also, bidders should carefully review all technical specifications and ensure full compliance to avoid disqualification during technical evaluation. The bid validity period is 180 days from the technical bid opening date.
This tender offers a valuable opportunity for suppliers specializing in IT and computer equipment to engage with a prestigious government authority and contribute to enhancing emergency response capabilities across Pakistan's major airports.
