Concession for Establishment and Operation of Foreign Currency Exchange Counter at Bacha Khan International Airport Peshawar

Pakistan Airports Authority (PAA) invites tenders for a business concession at Bacha Khan International Airport (BKIAP), Peshawar. This opportunity is for the establishment and operation of a Foreign Currency Exchange Counter located in the Concourse Hall of the airport. The concession is offered on a single stage, two-envelope basis to registered companies, firms, joint ventures, or sole proprietors with relevant experience, good reputation, and sound financial background. Eligibility criteria include 80% weightage in technical evaluation. Items being procured: - Establishment and Operation of Foreign Currency Exchange Counter located in Concourse Hall The concession will be awarded for a license period of five (05) years with a reserve price of Rs. 1,364,000 per month. There will be a 10% annual enhancement on a cumulative basis during subsequent years. Tender forms can be obtained from the Joint Director Commercial, BKIAP, Peshawar office upon submission of a written request with a copy of CNIC and NTN Certificate, along with a payment of Rs. 5,000 (non-refundable) via Pay Order or Demand Draft in favor of Pakistan Airports Authority. Tender documents must be submitted in two separate sealed envelopes marked as Technical Offer and Financial Offer. These should be placed in one envelope specifying the subject tender and dropped in the designated box at the office of Airport Manager/COO, BKIAP, Peshawar by 20th October 2026 at 1000 hrs. Technical offers will be opened at 1030 hrs on the same day in the presence of bidders. No tender will be accepted after the specified time. Advance Income Tax will be recovered from the successful bidder under section 236-A of the Income Tax Ordinance, 2001. Defaulters of PAA dues are not eligible to apply. Submission of fake or bogus pay orders as Earnest Money will lead to cancellation and blacklisting of the bidder. Outstanding dues must be cleared prior to financial bid opening.
