Request for Proposals for Concession of Recreational Facilities Development on BOT Basis in Muzaffarabad

The Development Authority Muzaffarabad (DAM) invites sealed proposals from eligible firms, companies, and private investors for the grant of concession on Build-Operate-Transfer (BOT) basis for design, development, upgradation, operation, and management of recreational facilities in Muzaffarabad. The facilities involved are: - Lot-1: Rooftop of Bank Road Plaza for development of Padel Court and Multipurpose Sports Court - Lot-2: Upper Plate, Albaik, and Makri Parks - Lot-3: Mera Tanolian Park - Lot-4: Neya Mohalla Park - Lot-5: Flower Nursery at Langerpura and Flower Market at Domail Bidders may submit proposals for one or more lots, subject to eligibility, technical, financial, and other requirements specified in the RFP documents. DAM may award individual lots to one or more successful bidders as per RFP provisions. Ownership of land and existing public assets remains with DAM throughout the concession period; concessionaire acquires only rights granted under the Concession Agreement. Parks remain public property. Complete RFP documents including project information, scope, eligibility, qualification, minimum investment, technical requirements, concession period, performance obligations, safety, evaluation criteria, financial and commercial proposal forms, draft Concession Agreement, and terms can be obtained from DAM office upon written request and payment of a non-refundable fee of Rs. 1,000/-. Procurement follows Single Stage - Two Envelope procedure under AJ&K Public Procurement Rules, 2017. Each proposal must be accompanied by Bid Security as specified. Bidders are advised to inspect sites and existing facilities before submission. Proposals must include organizational profile, relevant experience, technical approach, development/upgradation plan, design concept, investment plan, implementation schedule, operation and management plan, maintenance, safety and security measures, financial model, and other technical and commercial information as per RFP. The last date and time for submission is 19th October 2026 at 1200 hours. Technical proposals will be opened same day at 1230 hours at DAM office in presence of bidders or their representatives. Financial proposals of technically qualified bidders will be opened later as communicated. DAM reserves the right to reject any or all proposals as per AJ&K Public Procurement Rules, 2017. Blacklisted firms/companies/bidders are prohibited from participating and must furnish affidavit/certificate confirming no blacklisting or conflict with Government anywhere in AJ&K or federally administered areas of Pakistan.
