Construction of 10 Government Colleges in Khyber Pakhtunkhwa Including Degree College for Boys Mansehra City

The Communication & Works Department Khyber Pakhtunkhwa invites electronic bids from eligible and prominent firms/contractors registered with the Pakistan Engineering Council (PEC) and enlisted with the C&W Department KPK under the Centralized Enlistment Policy for the financial year 2026-2027. Procurement will be conducted under the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) Rules, 2014 (amended up to date) using the Single Stage, Two Envelope Procedure via the E-Pak Acquisition and Disposal System (EPADS). Items being procured: - Construction of 10 Government Colleges in Khyber Pakhtunkhwa on needs basis - Including Degree College for Boys Mansehra City - Specific site: SH: GGDC Salarzai, District Bajaur The project requires contractors with PEC registration category C-2 and above with specialization codes CE-10, BC-01, EE-04. The estimated cost is Rs. 618.495 million. Bid security at 2% of the estimated cost and a tender fee of 0.03% are required. The work period will be as per the work order. Bidders must submit technical and financial proposals online through the EPADS system. Valid PEC registration, C&W Khyber Pakhtunkhwa enlistment, KPPRA and FBR tax registrations, and active taxpayer status are mandatory. Relevant experience of the last five years, technical personnel, equipment, financial capacity, audit reports, and managerial capability will be evaluated. Electrical contractors must have a valid license issued by the Chief Electric Inspector, Government of Khyber Pakhtunkhwa for EE-04 specialization. The last date for submission of bids is 21-10-2026 at 12:00 PM, with technical bids opening on the same day at 12:30 PM. Financial bids will be opened after evaluation of technical bids, with the date to be announced later. A pre-bid meeting will be held on 10th October 2026 at 11:00 AM at the office of the Executive Engineer, C&W Building Division Bajaur. One practical tip for bidders: Ensure your bid security and additional securities comply strictly with the prescribed percentages and are submitted in separate envelopes as required. Failure to submit the required securities or rate analysis will render your bid non-responsive and may lead to forfeiture and blacklisting under KPPRA rules.
