Tender Description
The Islamabad Electric Supply Company (IESCO) Project Management Unit (PMU) invites bids for the construction of a 132kv transmission line feed spanning 18.4 kilometers for the Lillah Grid Station, connecting from the 132 kV Pakistan Cement Factory to Noorpur Sethi in Islamabad Capital Territory. This project is planned under the Multiyear Tariff for the financial year 2025-26 with an estimated cost of **PKR 59,094,000**. The scope includes construction of tower foundations, erection of steel tubular poles, stringing of conductors and shield wires, installation of insulators, fittings, dampers, and environmental management and monitoring activities. The technical requirements specify various tower types such as ZM1, ZM30, ZM60, EA, ED, and EG with detailed foundation and erection work. Bidders must be registered with the Pakistan Engineering Council (PEC) in category C-5 with specialization codes CE-02, CE-10, EE-05, and have valid FBR/ATL registration. Experience in constructing 132 kV or higher voltage transmission lines is mandatory, including survey, tower stacking, pile foundation construction, erection, stringing, testing, and commissioning. Joint ventures are allowed with a maximum of two members, and all partners must comply with PEC requirements. The bid submission deadline is **Monday, May 18, 2026 at 11:00 AM** through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal. Manual submissions will not be accepted. The technical bid must be accompanied by bid security in the form of Call Deposit, Bank Guarantee, or Demand Draft, and original bid security must be submitted to the IESCO Head Office in Islamabad. Bidders are advised to carefully review the bidding documents available on EPADS and ensure compliance with all eligibility and technical criteria. A practical tip for bidders is to register early on EPADS v2.0 and thoroughly prepare the technical and financial proposals, including all required documentation such as PEC registration, financial statements, and past experience certificates, to avoid disqualification. The contract duration is 210 days after signing, and performance guarantees of 5% of the contract price are required. This tender offers a significant opportunity for qualified contractors specializing in high voltage transmission line construction in Islamabad Capital Territory.
