Construction of 4x4 Duct Line with Manholes for Shifting of Service at Margalla Avenue Extension Project Near Sangjani 220/132 KV Grid Station (Part-I) IRO R.E.D No-I IESCO Taxila

The Islamabad Electric Supply Company Limited (IESCO) through its Village Electrification Cell invites sealed bids from eligible contractors for the construction of a 4x4 duct line with manholes for shifting of service at Margalla Avenue Extension Project near Sangjani 220/132 KV Grid Station (Part-I) under the jurisdiction of R.E.D No-I IESCO Taxila. This project is sponsored by the Capital Development Authority (CDA) and aims to provide permanent arrangements as per WAPDA/IESCO SDI specifications. Items being procured: - Earth work excavation in very hard soil (200 Cum) - Earth work excavation in hard soil (170 Cum) - Earth work excavation in shingle and gravel formation (1200 Cum) - Dismantling and removing road metling (200 Cum) - Pouring and laying into trenches & jointing (ACC) (7320 Mtrs) - Cement concrete plain 1:4:8 (46 Cum) - Cement concrete plain 1:2:4 (10 Cum) - Cement concrete plain 1:3:6 (235 Cum) - Dismantling cement concrete plain 1:2:4 (150 Cum) - Erection & removing concreting for RCC (900 Sqm) - Reinforced cement concrete work (200 Cum) - Supplying and fabrication of intermediate grade deformed reinforcement (31600 KG) - M/S Angles (725 KG) The scope includes excavation, dismantling, concreting, reinforcement fabrication, and erection works as per detailed specifications. The contract value is approximately Rs. 27.38 million. Eligible bidders must be registered with Pakistan Engineering Council (PEC) under codes EE-04, EE-05, CE-10, and have valid registration with FBR, Punjab Revenue Authority, and NTDC Lahore. Financial criteria include a minimum net worth of Rs. 10,950,740 and average annual turnover of Rs. 54,753,698. Experience in similar works with DISCOs or government/semi-government organizations is mandatory. Bids must be submitted electronically via the EPADS v2.0 portal by **October 15, 2026, 09:30 AM**. Bid opening will be on the same day at 10:00 AM. Manual bids will not be accepted. A bid security of 2% of the BOQ cost in the form of CDR, Pay Order, or Bank Guarantee is required and must be submitted physically before bid opening. The contract will be awarded on a Least Cost Based Selection (LCBS) basis. Performance guarantee of 5% of the contract price will be required from the successful bidder.
