Construction of Academic Block of Shaheed Zulfiqar Ali Bhutto Medical University Islamabad - HVAC Works

Shaheed Zulfiqar Ali Bhutto Medical University (SZABMU) Islamabad invites bids for the construction of an Academic Block including HVAC works at its Islamabad campus. This procurement is conducted under PPRA Rules 2026 using the Single Stage Two Envelope bidding procedure through the e-Pak Acquisition & Disposal System (E-PADS 2.0). Items being procured: - Construction of Academic Block - HVAC Works The project requires bidders to have valid PEC registration minimum Category C-3 or above with specialization ME01, along with registration on PPRA E-PADS, valid Income Tax and Sales Tax registration, and inclusion on the Active Tax Payers' List of FBR. Bidders must submit a Bid Security of PKR 9.000 Million in the form of Call Deposit Receipt (CDR), Pay Order, or Bank Guarantee from a scheduled bank in Pakistan or a foreign bank counter guaranteed by a scheduled bank in Pakistan. Bidding documents can be downloaded from https://epads.gov.pk. The bid submission involves uploading the scanned copy of the Bid Security with the technical bid on e-PADS and submitting the hard copy of the bid security physically. The hard copy bid along with the original bid security must be delivered in a sealed envelope to the Purchase Office, 5th Floor, School of Dentistry, Ravi Road, G-8/3, Islamabad before the deadline. The bids must be submitted through e-PADS at https://eprocure.gov.pk by or before 17.11.2026 at 11:00 AM. The bids will be opened on the same day at 11:30 AM in the presence of bidders' representatives at Syndicate Hall, SZABMU, 5th Floor School of Dentistry Building, Ravi Road, G-8/3, Islamabad. A pre-bid meeting will be held on 09.11.2026 at 11:00 hrs at the office of the undersigned. Incomplete or conditional bids and bids without Bid Security will be rejected. Price bids of only technically qualified bidders will be opened later. SZABMU reserves the right to accept or reject any or all tenders as per PPRA Rule 45. Bidders are advised to carefully follow the submission instructions on the e-PADS portal and ensure timely delivery of both electronic and hard copies of bid security to avoid disqualification. Early preparation of bid documents and verification of PEC and tax registrations will facilitate smooth participation.
