Construction of Bitumen Road, Side Drains and Street Lights at 132 kV Grid Station Haripur

The Hazara Electric Supply Company (HAZECO) invites qualified contractors to submit sealed bids for the construction of a bitumen road, side drains, and street lights at the 132 kV Grid Station Haripur located in Haripur, Khyber Pakhtunkhwa. This procurement is under National Competitive Bidding using the Single Stage One Envelope method with Least Cost Based Selection (LCBS) technique. Items being procured: - Excavation in foundation of buildings, bridges and other structures (144 Cum) - Cement concrete plain (9 Cum) - Brick work in foundation and plinth (55.2 Cum) - Cement plaster up to 1st floor height (246 Sqm) - Dismantling and removing road metalling (45 Cum) - Sub base course of pit run gravel (38.687 Cum) - Base course of machine crushed stone aggregate (180 Cum) - Priming coat using kerosene oil and binder (1000 Sqm) - Plant mixed bituminous carpet 50mm thick (900 Sqm) - Supplying and fabrication of intermediate grade deformed reinforcement for RCC (1951.375 Kg) - RCC work using coarse sand (36 Cum) - Providing and fixing 200 watts search lights (12 No) - Wiring mains with PVC insulated wire in PVC conduit (400 Mtr) - Supply and erection of PVC insulated copper cable (400 Mtr) - MS pipe 100mm with laying and testing (80.4 Mtr) - Small iron work such as gusset plates, knees, bends, stirrups, straps, rings etc. (212.256 Kg) - Wiring for light or fan point with PVC insulated wire in GI pipe (48 No) - Providing and fixing distribution board three phase 400 volts 3 ways (2 No) The scope includes all civil works, electrical wiring, and installation of street lighting as per specifications. Bidders must be registered with PEC for 2026-27 with category C-6 & above and specialization codes CE-10, CE-01, EE-04 & CE-09. They must have at least five years of construction experience and have completed two similar civil contracts in the last five years with each contract value not less than 50% of the estimated cost. Financial records audited by ICAP registered firms for the last three years must be submitted. Bid security of 3% of the estimated cost in the form of Call Deposit Receipt (CDR) is required, with an additional 2% if the bid is 10% below the engineer's estimate. Bids must be submitted online via EPADS v2.0 by 17 September 2026 at 12:00 PM and will be opened the same day at 12:30 PM. Manual bids will not be accepted. The contract duration is 90 days from the start date. The contract includes a 365-day defect liability period. Performance guarantee of 10% of contract price in the form of bank guarantee is required. Liquidated damages are 0.06% per day up to 10% of contract price. No advance payment is provided. Bidders are advised to carefully review the bidding documents and site conditions before submission.
