Water and Sanitation Agency (WASA), Lahore invites bids from Contractor/Firms/Companies registered on e-Procurement System having active filer NTN, and PNTN, for 'CONSTRUCTION OF REMAINING BOUNDARY WALL WITH PRECAST BOUNDARY WALL COLUMNS AND PLANKS AT SITE OF SURFACE WATER TREATMENT PLANT (SWTP) WASA, LAHORE'. Items being procured: - Construction of remaining boundary wall - Precast boundary wall columns - Precast boundary wall planks The subject procurement shall be carried out through Punjab e-procurement system of Punjab Procurement Regulatory Authority (PPRA). Bidding documents containing detailed requirements, terms and conditions are available for the registered bidders on Punjab e-procurement system at www.epp.punjab.gov.pk and Punjab Procurement Regulatory Authority (PPRA) Website http://ppra.punjab.gov.pk. The URLs of the website of the Punjab e-Procurement System and PPRA are https://epp.punjab.gov.pk & https://ppra.punjab.gov.pk/ViewTenders.aspx and response time shall be calculated exclusively from the date of publication of the advertisement on the website of the PPRA. Single Stage Two Envelopes bidding procedure will be adopted. The bids prepared in accordance with the instructions in the bidding documents, must be submitted on Punjab e-procurement system on or before 27-09-2026, not later than 11:00 AM. Technical Bids will be opened on the same day on Punjab e-procurement system at 11:30 AM. The digital bid security/e-Bid Security for an amount of 3% of estimated cost i.e. Rs.746,068.74/- in favor of WASA Lahore shall be verifiable on Punjab e-procurement system. Only technically responsive bidder(s) will be qualified for opening of financial bid(s). Financial bid of bidder(s) found technically non-responsive shall remain un-opened on Punjab e-procurement system. If the e-bid or proposal including record submitted on Punjab e-procurement system found corrupt, un-readable or contain virus, the e-bid or proposal shall be rejected as per Regulation-8(4) of PPRA Regulations-2024. The bidder shall submit e-bids through uploading PDF file on Punjab e-procurement system as per Regulation-6(4) of PPRA Regulations-2024. The procurement shall made under PPRA Rules-2014 and Punjab Procurement Regulations-2024. The procuring agency may reject all bids or proposals at any time prior to the acceptance of a bid or proposal under Punjab PPRA Rules 2014 (Rule-35). Bid submitted through Punjab e-procurement system shall only be considered. Tendered rates and amount should be filled in figures as well as in words and tenders should be signed as per general directions given in the tender documents. In case, the last date of bid submission and opening falls in/ within the official holidays, the last date for submission and opening of the bids shall be the next working day. The bidder shall be required to quote their rates against each entry/item of DNIT/BOQs in their financial bids. The bids will be valid for 120 days. Estimated cost Rs.24,868,958/-.
