Pre-Qualification of Firms for Construction and Consultancy Services by Military Engineer Services GHQ Rawalpindi

The Military Engineer Services (MES) invites applications along with credentials for pre-qualification of firms, contractors, and consultants for various construction and consultancy works under the Engineer-in-Chief's Branch at GHQ Rawalpindi. The scope includes construction of certain services, facilities, and buildings at multiple locations including Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sargodha, Sialkot, Swat, Muzaffarabad, Karachi, Shah Bandar, Sujawal, Jewani, Pasni, Ormara, Turbat, and Gwadar. Items being procured: - Construction of certain services, facilities, and buildings at Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sargodha, Sialkot, Swat, Muzaffarabad, Karachi, Shah Bandar, Sujawal, Jewani, Pasni, Ormara, Turbat, Gwadar - Consultancy services (Design/RE Supervision) for certain works at the same locations Firms must provide details including work orders, project locations, and completion certificates. Eligible firms should have experience in construction, electrical, mechanical, and plumbing works or services registered with PEC in the relevant field. Applicants must submit bank statements, NTN certificates, and income tax returns for the last three years. Eligibility criteria include PEC registration in category C-2 or above with validity up to June 2027, MES enlistment in category A preferred, and a refundable 2% bid security for non-enlisted firms. Firms must be pre-qualified with Engineer-in-Chief's Branch GHQ Rawalpindi and have no outstanding DI&E recoveries. Tenders will be issued only to pre-qualified firms and must be received at E-in-C's Branch GHQ Rawalpindi by 1130 hours on 25 September 2026, with opening at 1200 hours the same day.
