Tender Description

The Sindh Institute of Child Health and Neonatology (SICHN), Government of Sindh, invites sealed e-bids through the E-Pak Acquisition and Disposable System (EPADS) for the construction of a cafeteria at SICHN Jamshoro, Karachi. This tender is open to contractors/firms registered with Pakistan Engineering Council (PEC) in category C-6 or above with valid renewal certificate for 2026 and possessing relevant specialized codes CE09, CE10, CE11, EE04, BC01. The estimated cost of the project is **Rs. 12.5 Million** with a completion period of 3 months. Items being procured: - Design and construction of Light Gauge Steel Structure (LGSS) including architectural, structural, civil, electrical, plumbing and mechanical drawings - RCC foundations/footings for LGSS - Supply, fabrication, transportation and erection of MS structure - Supply and installation of 4" EPS insulated sandwich panels for walls and partitions - Painting of internal EPS walls and partitions - Installation of modular gypsum board false ceiling system - Painting of internal plastered surfaces - Earth filling, termite proofing, rubble stone soling, plain cement concrete flooring - Porcelain tiles for floor and skirting - Fabrication and installation of GI door frames and solid lamination door shutters - Door hardware including locks, handles, door closers - RCC shelves and marble kitchen counters - Brick masonry and plastering - Aluminum sliding windows, partitions, glass doors and glass partitions - Supply and installation of cabinet doors/shutters - HVAC works including supply, installation, testing and commissioning of split air conditioning units, refrigerant copper piping, uPVC pipes, electrical wiring and supports - Plumbing works including wash basins, stainless steel sink, water heater, bathroom accessories, cold and hot water supply system with polypropylene pipes, gate valves, UPVC pipes, floor drains, manholes - Electrical works including wiring, power cables, distribution boards, lighting fixtures, CCTV cameras, switches, sockets, data communication systems, cable trays and manholes The technical scope covers complete civil, electrical, plumbing, HVAC and finishing works as per approved drawings and specifications. The contractor must have executed at least three hospital construction/renovation projects in the last five years with valid performance certificates. Financial turnover for the last three years must not be less than the bid cost with audit reports from ICAP certified firms. Key personnel including at least one civil engineer with 10 years experience are required. Bid security of 3.5% of estimated cost (Rs. 437,500) in the form of Pay Order or Demand Draft from a scheduled bank is mandatory. Bids must be submitted electronically on the EPADS portal by or before **29-09-2026 at 10:30 a.m**. Technical proposals will be opened first at 11:00 a.m on the same day at the SICHN office, First Floor, Plot no. 354 & 356 JM, Near People's Secretariat Chowrangi, Jamshed Quarters Karachi. Financial proposals of technically qualified bidders will be opened subsequently. No late or conditional bids will be accepted. The lowest evaluated bidder will be awarded the contract. Performance security of 5% of contract amount will be required after award. One practical tip for bidders: Ensure all bid documents including technical and financial proposals are paginated, signed, and stamped as per instructions. Submit all required supporting documents including PEC registration, NTN, tax returns, performance certificates, and CVs of key staff to avoid disqualification.
