Tender Description
The Communication & Works Department, PHE & Building Division Skardu, invites sealed bids from eligible constructors, firms, and joint ventures registered with the Pakistan Engineering Council (PEC) in the relevant category and specialized codes. The procurement is being conducted under the Single Stage Two Envelope Procedure in accordance with Rule 39(b) of GB PPRA Rules 2022. The project is for the construction of the Chief Minister Camp Office at Skardu, with a completion period of two years.
Items being procured:
- Construction of Chief Minister Camp Office at Skardu (Estimated Cost: Rs. 101.947 Million, Bid Security: Rs. 3.000 Million, PEC Category: C-4 & above, Code: CE-10)
The technical scope includes all civil, structural, and finishing works required for the establishment of the camp office, as per the detailed drawings and specifications provided in the bidding documents. The site is located near Parishan Chowk, Skardu. Only firms with valid PEC registration for the current financial year, relevant category and code, and renewed enlistment with the procurement agency are eligible to participate. Joint ventures must submit a duly executed and notarized JV agreement, clearly mentioning the share and lead partner.
Bid documents can be obtained from the office of the Superintending Engineer Communication and Works Department SKD/SGR Circle, near Parishan Chowk, Skardu, during office hours upon submission of a non-refundable fee of Rs. 14,000 through treasury receipt. The deadline for submission of technical bids is 27 August 2026 at 12:00 PM. Bids must be submitted in sealed envelopes, with one envelope clearly marked as Technical Proposal and the other as Financial Proposal. The technical proposal must be accompanied by a bid security of Rs. 3.000 Million in the form of deposit at call in favor of the Executive Engineer PHE and Building Division Skardu.
A pre-bid meeting will be held on 18 August 2026 at 11:00 AM at the office of the Superintending Engineer C&W Department Skardu/Shigar Circle. The bid validity period shall be 90 days. Bidders are advised to ensure that all documents are complete and in order, as incomplete or materially incomplete submissions will be rejected.
