Construction of 10 Government Colleges in Khyber Pakhtunkhwa on Needs Basis Including Degree College for Boys Mansehra City

The Government of Khyber Pakhtunkhwa, Communication & Works Department, through the Executive Engineer C&W Building Division Bajaur, invites electronic bids from eligible and prominent firms/contractors registered with the Pakistan Engineering Council (PEC) and enlisted with the C&W Department KPK under the Centralized Enlistment Policy for the financial year 2026-2027. This procurement is for the construction of 10 government colleges in Khyber Pakhtunkhwa on a needs basis, including a degree college for boys in Mansehra City. The project is identified under ADP Project No. 250273. Items being procured: - Construction of 10 Government Colleges including Degree College for Boys Mansehra City The technical scope involves civil construction works as per the work order. The relevant PEC category required is C-2 and above with specialization codes CE-10, BC-01, and EE-04. The estimated cost of the project is Rs. 618.495 million. Bidders must submit a bid security of Rs. 12,409,900 (2% of the estimated cost) and a tender fee of Rs. 185,550 (0.03% of the estimated cost). The period of completion will be as per the work order. Eligibility criteria include valid PEC registration in Category C-2 or above with the required specialized codes, valid C&W Department Khyber Pakhtunkhwa enlistment/centralized enlistment certificate, valid KPPRA and FBR tax registrations/Active Taxpayer Status, relevant experience of the last five years, technical personnel, equipment, financial capacity, audit reports, managerial capability, performance, and litigation status. A valid Electrical Contractor License issued by the Chief Electric Inspector, Government of Khyber Pakhtunkhwa, is required for EE-04 specialization. Bidding documents can be downloaded from the E-PADS system. For clarifications, documents may be obtained from the office of the Procuring Entity during office hours upon submission of a formal application, valid PEC and C&W Department registrations, and payment of a non-refundable printing fee of Rs. 3,000. The deadline for document availability is 14/10/2026. Bids must be submitted online through the E-PADS system under the Single Stage Two Envelope procedure. The last date for submission of bids is 21-10-2026 at 12:00 PM, with technical bids opening at 12:30 PM the same day. The date for opening financial bids will be announced after evaluation of technical bids. A pre-bid meeting will be held on 10th October 2026 at 11:00 AM in the office of the Executive Engineer C&W Building Division Bajaur to address queries and provide clarifications regarding the bidding documents and procurement process.
