Tender Description
This tender concerns the procurement of construction and civil works under the jurisdiction of a Sindh-based procuring agency. The scope involves comprehensive execution of works as per the bidding documents, including but not limited to civil works, internal sanitary and water supply, electrification, external development works, and miscellaneous items. The procuring agency invites bids from firms or persons licensed by the Pakistan Engineering Council in the appropriate category or duly pre-qualified with the agency. Items being procured:
- Civil works
- Internal sanitary and water supply
- Electrification
- External development works
- Miscellaneous items
The technical scope includes the provision of all supervision, labour, materials, plant, and contractor's equipment necessary for the proper execution of the works. The contractor is required to submit a detailed program of works, method statements, and ensure compliance with all statutory obligations. The works are to be completed within the stipulated time frame, with liquidated damages applicable for delays. Eligibility criteria include PEC registration (except for works costing Rs 2.5 million or less), financial capacity, technical capacity, and construction capacity as specified in the bidding data. Bidders must submit a bid security between 1% and 5% of the bid price and comply with the integrity pact requirements for contracts exceeding Rs 10 million.
Key dates such as bid submission deadline and opening date are to be specified by the procuring agency. Bids must be submitted in sealed envelopes to the designated address. The procuring agency reserves the right to accept or reject any bid without assigning reasons. A practical tip for bidders is to ensure timely submission of all required documents, including bid security and integrity pact, and to carefully review the bidding documents for any addenda or amendments prior to submission to avoid disqualification.
