Construction of Committee Room on 5th Floor of 'P' Block

The Ministry of Planning Development & Special Initiatives Islamabad Capital Territory invites sealed bids from eligible and qualified bidders for the construction of a Committee Room on the 5th Floor of 'P' Block at Pak Secretariat, Islamabad. This procurement is planned for the financial year 2026-27 under tender reference P179160. The procurement will be conducted through the National Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS) technique in line with Public Procurement Rules 2026. Items being procured: - Site cleaning and clearing of roof - Dismantling and re-routing of GI water lines - Extension and relocation of roof exhaust ventilator - Shifting of satellite dish - Relocation of roof drain outlets - Waterproofing works including stripping, crack treatment, levelling screed, and PU liquid membrane - RCC column pedestals, entrance ramp and step, edge guard railing - Structural steel works including fabrication, erection, holding-down anchors, painting - Roofing and cladding with insulated sandwich panels, flashings, gutters, downpipes, wall panels, ACP fascia - Curtain wall glazing and doors including main entrance and secondary doors - Floor finishes including raised access floor, wood-look vinyl, metal skirting, floor service boxes - False ceiling works including feature mirror ceiling, acoustic ceiling, bulkheads, blind pockets, access panels - Wall finishes including internal lining, column casings, acoustic panels, paint, bronze trims - Joinery and window treatments including serve bar counter, AV credenza, roller blinds, signage - Light fixtures including LED strips, downlights, linear pendants, wall lights, dimming control - Electrical works including sub-main cable, distribution board, wiring for lights, sockets, HVAC power points, earthing, lightning protection - Fire safety equipment including smoke detectors, emergency lighting, fire extinguishers - HVAC works including inverter ducted split AC units, fresh-air fan, refrigerant piping, condensate drain, ductwork, diffusers, outdoor unit stands, controls, testing and commissioning - Plumbing works for serve bar including sink, water supply, drainage, water heater - Audio visual and IT equipment including 98" 4K display, video conferencing camera, conference microphone system, sound reinforcement, wireless presentation system, AV rack, data points, AV cabling, Wi-Fi access point - Board room furniture including board table, executive chairs, sofas, armchairs, coffee tables, side tables with lamps, bar stools, rugs, planters The scope covers all materials, labor, tools, transportation, and incidental works as per detailed specifications and drawings. Bidders must be registered with PEC in relevant category, have valid NTN and FBR registration, minimum 3 years relevant experience, and proven financial capability. Bid security in the form of Pay Order is required. Bids must be submitted electronically via EPADS v2.0 portal by 10:00 AM on November 13, 2026, with bid opening at 11:00 AM the same day. Manual bids will not be accepted. The Ministry encourages bidders to carefully review the bidding documents available on EPADS and attend the pre-bid meeting scheduled for November 5, 2026 at P-Block, Pak Secretariat, Islamabad. Earnest Money and bid securing declarations are mandatory. The contract will be awarded based on QCBS evaluation criteria with 70% technical and 30% financial weightage.
