Tender Description
National Grid Company (NGC) of Pakistan Limited invites bids for the construction and completion of civil works, erection, stringing, testing and commissioning of a 220 kV double circuit transmission line from Mohmand Dam Hydropower Plant to 500/220/132kV Sheikh Muhammadi Substation. The project is divided into two lots: Lot-I from Mohmand Dam HPP to Jamrud (approx 58 km) and Lot-II from Jamrud to Sheikh Muhammadi S/S (approx 42 km). The works include clearing of right of way, detailed surveying, sub-soil investigations, construction of reinforced concrete spread and pile foundations, erection of steel towers, stringing of twin bundle ACSR Rail conductors and OPGW, installation of insulators, hardware, dampers, and all associated testing and commissioning activities. The project is located in the Khyber Pakhtunkhwa province with varied terrain including hilly and plain areas. The scope also covers environmental and social safeguards including tree plantation, water, air and noise quality monitoring, and compensation payments to affected persons as per approved resettlement plans. Bidders must be licensed by Pakistan Engineering Council in category C-1 or above, registered on the Active Taxpayers List, and not blacklisted by any government or donor agency. The contract requires submission of a detailed construction schedule, cash flow estimates, and monthly progress reports including environmental and social safeguards compliance. The bid submission deadline is 20 July 2026 at 11:00 am through e-PADS with original bid security submitted before closing. Technical bids will be opened the same day at 11:30 am in Lahore. The contract will be awarded through National Competitive Bidding under single stage two envelope procedure. Bidders are advised to visit the site and familiarize themselves with local conditions including access, materials, labor availability, and weather. The contract includes detailed provisions for performance security, insurance, liquidated damages, and dispute resolution under Pakistani law. The project requires strict compliance with environmental, health, safety and social safeguards including prohibition of child and forced labor, provision of personal protective equipment, and adherence to approved environmental management and resettlement plans. The contractor shall ensure timely compensation payments to affected persons prior to construction activities in each section. The contract price includes all works, materials, equipment, labor, supervision, and overheads necessary for the complete and safe execution of the transmission line project. Bidders should carefully review all bidding documents and specifications available on the Employer's website and e-PADS portal. One practical tip for bidders is to ensure timely submission of all required documents including power of attorney, PEC license, beneficial ownership declaration, and affidavits regarding blacklisting and integrity pact to avoid disqualification. Also, bidders should plan mobilization and resource deployment carefully to meet the 12-month completion schedule and avoid liquidated damages. The Employer provides no responsibility for site conditions and bidders must base their bids on their own site inspections and investigations. The contract includes price adjustment provisions for labor, materials and fuel costs based on official indices. The Employer reserves the right to reject any or all bids and to annul the bidding process without liability.
