Tender Description
Pakistan Railways Divisional Office Karachi invites experienced firms registered with the Pakistan Engineering Council (PEC) and appearing on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR) to submit bids for construction and repair works at Kotri. The project involves the construction of a Driver Running Room and special repair of a Guard Running Room, including associated electrical works and solarization.

The scope includes civil construction and electrical installations with solar power integration at the site in Kotri. Firms must have PEC registration category C-4 or above with specialization in CE-10, EE-11(iii), and EE-11(iv). The completion period for the project is three months. A bid security of Rs. 1,951,084 is required in the form of Bank Guarantee, CDR, or Pay Order in favor of the Divisional Accounts Officer, Pakistan Railways, Karachi.
Bids must be submitted through the E-Pak Acquisition and Disposal System (EPADS) version 2.0 at www.epads.gov.pk. The original bid security must be physically submitted to the Divisional Accounts Officer, Pakistan Railways, Karachi before the tender opening. One sealed hard copy of the technical bid must also be submitted in the tender box at the same office by 11:00 AM on 02-10-2026. Bids will be opened on the same day at 11:30 AM.
Interested bidders should ensure registration with EPADS and PPRA to access tender documents. Bids without original bid security will not be entertained. Pakistan Railways reserves the right to accept or reject any or all bids as per PPRA rules.
A practical tip for bidders: Ensure timely physical submission of the original bid security to avoid disqualification, even if the bid is uploaded on EPADS. This dual submission requirement is critical for bid acceptance.
