Construction of 2x2, 2x3 & 3x4 Duct Line with Manholes for Parliament House Feeder Ring Source in Islamabad

The Islamabad Electric Supply Company Limited (IESCO) is procuring construction works for the installation of 2x2, 2x3 & 3x4 duct lines with manholes. This project specifically involves the provision of a Parliament House feeder as a ring source in the Prime Minister House area, connecting from Cabinet Block LBS to PM House Sub Station LBS in Islamabad. The works are to be executed under the DOP head W/O No. 2K26-411-DOP-HT-14 and must comply with WAPDA/IESCO SDI specifications under the jurisdiction of the Construction Division IESCO Islamabad. The technical scope includes civil works for duct line construction and installation of manholes, following WAPDA composite scheduled rates (WCSR-2022) and market items. Eligible bidders must be engineering firms registered with the Pakistan Engineering Council (PEC) under specialized codes EE-04, EE-05, CE-10, renewed up to June 30, 2026. Firms must also be prequalified by the Chief Engineer (D&S/S&S) NTDC Lahore, registered with FBR with active NTN, GST, and PRA status, and have filed income tax returns for FY 2024-25. Financial criteria include a net worth of at least PKR 5,998,844, average annual turnover of PKR 29,994,220, and average cash flow of PKR 3,749,278 over the last three financial years. Bidders must submit a 2% bid security of the BOQ cost in the form of CDR, pay order, or bank guarantee from a scheduled bank in favor of CEO IESCO. The bid validity period is 180 days. Submission is strictly through the EPADS online portal, with no physical or email bids accepted. The bid closing date and time is April 27, 2026, at 10:30 AM, with bid opening at 11:00 AM on the same day at the IESCO Head Office, Islamabad.
