Construction of Flood Protection Works at Various Locations in Upper Chitral

The Chitral Irrigation Division Chitral invites bids from eligible contractors/firms with renewed registration from Khyber Pakhtunkhwa Revenue Authority, active FBR registration, and valid Pakistan Engineering Council license for the financial year 2026-27. Bids will be received under the Single Stage - Two Envelope Procedure as per KPPRA Rules and EPADS Regulations 2025. Items being procured: - Construction of Flood Protection works at Mastuj, Sarghuz, Toq, Chinar, Parkusap, Chuinj, Palimali, Melp Ghauru, Masodur Chuinj and Chapali along Yarkhun Riverside, Upper Chitral - Construction of Flood Protection works at Mahting, Meragram and Yukum Riverside District Upper Chitral - Construction of Flood Protection works at Yarkhun river and its tributaries District Upper Chitral - Construction of Flood Protection works at Torkhow River and its tributaries District Upper Chitral The scope includes infrastructure development package covering main roads, bridges, flood protection works, and check dams for District Chitral Upper. The works involve significant civil construction along riverbanks and tributaries to protect against flooding. Eligibility requires PEC registration in category C-4 & above with specialization codes CE04(ii) or CE04(vii). Bidders must have valid FBR and KPRA status certificates. Earnest money of 2% of estimated cost plus additional security as applicable is required. The last date and time for submission of tender forms is 14/10/2026 at 12:00 PM, with technical bid opening at 12:30 PM the same day. Financial bids of technically qualified bidders will be opened after competent authority approval. Bids must be submitted electronically via EPADS portal with separate technical and financial PDF files. A pre-bid meeting is scheduled for 06/10/2026 at 11:00 AM at the office of the Executive Engineer, Chitral Irrigation Division. Bidders are advised to carefully upload documents and ensure original CDRs and affidavits are submitted as per instructions. Incomplete or unresponsive bids will be rejected. A practical tip for bidders: Ensure your bid security CDRs are from scheduled banks only and avoid bank guarantees or pay orders, as these are not acceptable. Also, strictly follow the EPADS upload instructions to avoid technical disqualification.
