Construction, Improvement, Reconditioning & Blacktopping of 30 Km Link Roads in District Jhelum Valley

The Communications and Works Department Azad Jammu & Kashmir invites bids for the construction, improvement, reconditioning, and blacktopping of 30 Km link roads in District Jhelum Valley. This tender covers two packages: Package No 12 (Per Constituency LA-32): - Link Road Quresh Mohalla Naka Office to Link Road Ashret 1+0 50 Km (17.849 Km) - Link Road Lower Naka Mohalla Ashret to Link Road 1+50 50 Km (24.990 Km) Total Length: 3.6 Km Package No 14 (Per Constituency LA-33): - Link Road Shardi Pahul 1+0 45 Km (9.980 Km) - Link Road Sekha 1+0 45 Km (34.951 Km) - Link Road Bakot 1+0 45 Km (1.050 Km) Total Length: 1.15 Km Bidding is open to all eligible bidders licensed by the Pakistan Engineering Council as Contractors and registered with C&W Govt AJK for FY 2026-27 in the appropriate category. Bidders must obtain usernames and login details from the IT Section, Office of the Chief Engineer Highway, Block H, DHQ Muzaffarabad. Bidding documents and instructions can be downloaded from the bidder's dashboard on the e-bidding system. Only PDF format documents are accepted. Bid security must be deposited in the Divisional Joint Account with specified banks including NBP, MCB, Bank of AJK Hattian Bala, Bank of AJK Chattian Branch, and Soneri Bank Ltd Muzaffarabad Branch. Bidders quoting rates below 10% of engineering estimates must submit financial loss security equal to the difference between the estimate and bid price. The bid opening will be conducted electronically as per schedule. Unsuccessful bidders' securities will be returned via Divisional Cheque upon contract award or bid expiry. The competent authority reserves the right to reject any or all bids under PPRA rules.
