Tender Description

The Communication and Works Department of the Government of Azad Jammu and Kashmir is procuring construction, improvement, reconditioning, and blacktopping services for multiple link roads in the Jhelum Valley district, specifically under packages LA-32, LA-33, and others. The works include upgrading roads such as Dhani Mandi to Mohalla Sadeeque, Luloor to Bandi Bakalan, Qureshi Mohalla Naka Dhani Bandi Mohri, and Sharqi Pahul among others, with total lengths ranging from 0.45 km to 1 km per link road. These projects are critical for enhancing local infrastructure and connectivity in Muzaffarabad and surrounding areas. The technical scope covers civil works including road construction, blacktopping, and reconditioning over a total of approximately 30 km of link roads. Contractors must be licensed by the Pakistan Engineering Council with endorsement in the Communication and Works Government of AJ&K for the financial year 2025-26, holding PEC categories C-5 or C-6 and specialization code CE-01. Firms must also be registered with FBR and ATL and demonstrate relevant experience in similar road infrastructure projects. Bidders are required to submit their electronic bids by 16th April 2026 at 11:30 AM through the department's e-bidding system. The submission includes uploading scanned bank receipts as proof of bid security deposit to designated joint accounts.
