Tender Description
The Communication & Works Department, C&W Division South Waziristan Upper invites tenders through EPADS from eligible firms and bidders enlisted with the C&W Department and Pakistan Engineering Council with valid renewal for Financial Year 2025-26/2026-27. The procurement follows KPPRA Procurement Rule-2014 under Single Stage Two Envelope procedure on EPADS System.
Items being procured:
- Construction, Improvement, Rehabilitation & Widening of BT Roads in District South Waziristan Lower, South Waziristan Upper & North Waziristan (DI Khan, Bannu, Tank, Lakki Marwat)
- Sub Head: Improvement, Widening and Black Topping Farooq Khail Ahmad Wam Janata Raod Phase-II (05-Kms), South Waziristan Upper
The technical scope includes road construction and improvement works involving widening and blacktopping of roads across multiple districts in South and North Waziristan. The project requires PEC category C4 and above contractors. Bidders must submit 2% bid security of the engineer's estimate plus stamp duty as call deposit in favor of Executive Engineer C&W Division South Waziristan Upper. Additional security requirements apply for bids quoting more than 10% below estimate.
All bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority under the Finance Act 2013 for works and services. Bidding documents and instructions are downloadable from the C&W website (www.cwd.gkp.pk) and KPPRA website (www.kppra.gov.pk). The last date for submission of technical bids is 26-08-2026 at 12:00 PM, with opening at 12:30 PM the same day. Financial bids will be opened after approval of technical bids by competent authority. Venue for bid submission and opening is the office of Executive Engineer C&W Division South Waziristan Upper.
