Construction, Improvement, Rehabilitation and Widening of B/T Roads in Malakand Division

The Communication & Works Department Khyber Pakhtunkhwa invites electronic bids from eligible firms for the construction, improvement, rehabilitation, and widening of blacktop roads in Malakand Division, specifically in Swat. The tender is issued under the Single Stage Two Envelope E-Pak Acquisition & Disposal System (EPADS) in accordance with KPPRA Procurement Rules 2014. Items being procured: - Package 1: Construction & Widening of Mosagai Road (1.5 Km), Madyan to Eckore Road (1.5 Km), Tangar Road (1.5 Km) - Package 2: Construction & Widening of Kashinkat Road (1.5 Km), Kalan Road (1.5 Km) - Package 3: Construction & Widening of Kal Road Maindam Road (1.5 Km), Bognar Baghdarei Road (1.5 Km), Mortajab Road (1.5 Km) - PK-04 Package 1: Construction & Widening of Kachigram to Mashkomai Road (3 Km), Tarogay to Jishar Road (1.5 Km), Tarogay Dad Road (1.5 Km) - Package 2: Construction & Widening of Elmany Road (1.5 Km), Sheikha Road (1.5 Km), Ghar Shin Nagha Road (1.5 Km) - Package 3: Construction & Widening of Behar to Aqia Road (1.5 Km), Shana Urdum Road (1.5 Km), Charbagh to Kot Road (1.5 Km) - Package 4: Construction & Widening of Charbagh Samair Road (2 Km), Asorai Road (2.5 Km) - NA-02 Package 1: Construction & Widening of Chamtalai Dando Road (2 Km), Wrane Gwaratai Road (1.5 Km) - Package 2: Construction & Widening of Kot Chenkola Road (2 Km), Bawrai Road (2 Km) - Package 3: Construction & Widening of Mashkomai Shaioon Road (2 Km) The scope includes civil works for road construction and widening at various specified locations within Malakand Division. Bidders must be registered with the relevant PEC category (C-4 & above or C-5 & above as specified per package) and comply with FBR/ATL registration requirements. Earnest money in the form of bid security and additional security instruments must be submitted electronically via EPADS as per KPPRA Notification No. S.R.O. (14)/Vol:1-24/2021-22/6058-71 dated 10 May 2022. Technical proposals must be uploaded in the required format on EPADS before submission of financial bids. Failure to upload technical proposals properly will result in disqualification. The financial bids of technically responsive bidders will be opened publicly on the specified date and time communicated through EPADS. The last date and time for submission of electronic bids is 17 August 2026 at 12:00 hours. Technical proposals will be opened on the same day at 12:30 hours. Financial bids will be opened within 14 days after approval of technical bids. Bids must be submitted online through the E-Pak Acquisition & Disposal System (EPADS) portal. The venue for bid opening is the office of the Executive Engineer C&W Division No. II Swat at Matta. Interested bidders should obtain instructions from the C&W office or download from www.cwd.gkp.pk before the submission deadline. A practical tip for bidders is to ensure that all bid security details including CDR bank name, number, and date are correctly submitted electronically along with the bid on EPADS to avoid disqualification. Also, bidders should carefully review PEC category requirements for each package to ensure eligibility.
