Construction and Provision Works at Karachi and Other Areas by Military Engineer Services

The Military Engineer Services (MES) invites applications for prequalification of firms and contractors for various construction and provision works primarily in Karachi and other coastal and creek areas including Basool, Gwadar, Jiwani, Pasni, and more. The tender is issued by HQ DW&CE (Navy) located at Sector E-8, Naval Complex, Islamabad. The scope includes construction of underground water tanks, civil works, external services and finishing works for CH & DH, installation of plants, repair and replacement of water lines, and provision of furniture across multiple sites. Eligible firms must be enlisted with MES in category A or B or other government departments with relevant experience. Applicants must submit a detailed company profile including similar works completed in the last five years, list of manpower with valid PEC numbers, details of tools and machinery, bank statements, and registration certificates such as NTN, FBR, PEC, and MES. Firms not registered or renewing with Pakistan Engineering Council by 30th June 2026 will be disqualified. The tender documents will be issued only to prequalified firms who deposit a bid security of 2% of the quoted bid cost in favor of DW&CE (Navy) Islamabad. Bids must be received by 1130 hours on 3rd June 2026 and will be opened at 1200 hours the same day. The evaluation will follow the criteria set by HQ DW&CE (Navy) with the lowest responsive bid accepted. For bidders, it is crucial to ensure all required documents and certifications are complete and submitted timely. Missing or incomplete applications will be rejected. Also, maintaining valid PEC registration and demonstrating relevant past experience will significantly improve chances of prequalification.
