Construction of Pump Houses, Underground Water Tanks, Overhead Water Tanks and Auxiliary Works in Eastern Industrial Zone at Port Qasim

Port Qasim Authority (PQA) Karachi is procuring construction services for Pump Houses, Underground Water Tanks, Overhead Water Tanks and Auxiliary Works in the Eastern Industrial Zone at Port Qasim. This project involves comprehensive civil, mechanical, and electrical works including boundary walls, road works, storm water drainage, power distribution, street lighting, piping works, valve chambers and transition chambers. The scope is extensive and requires contractors with valid Pakistan Engineering Council (PEC) registration in Category C-1 or above with specialization codes CE09, CE10 & ME06. Bidders must be active taxpayers with valid NTN and Sindh sales tax certificates and registered with the e-Pak Acquisition and Disposal System (EPADS) of PPRA. The contract duration is 456 calendar days (15 months) with a Defects Notification Period of 365 days. Technical bids must be submitted electronically via EPADS and in hard copy, followed by financial bids in a separate envelope. The evaluation includes financial capability, experience, personnel, and equipment adequacy. The contractor must demonstrate financial soundness with audited balance sheets for the last three years and experience in similar projects of minimum Rs. 1.5 billion. The bid security is Rs. 20 million and performance security is 10% of the contract amount. The project is located in Karachi, Sindh, and all work must comply with local laws and safety regulations. Bidders are advised to prepare detailed construction schedules using Primavera P6 and submit comprehensive method statements. The submission deadline is the end of February 2026.
