Construction of QDA Business Center at Quetta on Engineering Procurement and Construction Mode

The Quetta Development Authority is inviting applications from eligible firms for the construction of the QDA Business Center in Quetta under the Engineering Procurement and Construction (EPC) mode for the year 2026. This procurement is specifically for construction works and is aimed at firms with proven experience and capabilities in commercial market construction, design, feasibility studies, and project execution. The technical scope includes the full construction of the business center with all necessary engineering and procurement activities. Interested firms must have a valid PEC license, preferably in the CA category for construction companies, and demonstrate relevant specialization and registration for the current financial year. The project requires firms to have completed at least three similar projects and possess a joint venture capacity with a minimum financial strength of PKR 1,000 million. Registration with the Federal Board of Revenue (FBR), presence on the Active Taxpayer List (ATL), and registration with the Balochistan Revenue Authority (BRA) are mandatory. Pre-qualification documents can be obtained from the Quetta Development Authority office upon payment of a PKR 5,000 fee via cash deposit. These documents are also available for download from the Balochistan Public Procurement Regulatory Authority (BPPRA) website. The issuance of pre-qualification documents is open until 09 June 2026 at 10:30 AM during office hours on working days. The last date for submission of pre-qualification applications is 09 June 2026 by 09:30 AM at the QDA Main Office on Saryab Road, Quetta. All submissions must be electronic through the BPPRA supplier dashboard, as no physical bids will be accepted. Tender opening will occur on the same day at 10:30 AM at the QDA Engineering Branch Office, Zarghoon Housing Scheme, Quetta.
