Construction of Raja Mumtaz Hussain Rathore Sports Stadium Mumtazabad Haveli Azad Jammu & Kashmir

The Public Works Department (PWD) Buildings/PHE Division Haveli Azad Jammu & Kashmir invites sealed bids under the Single Stage Single Envelope (SSSE) bidding procedure for the construction of Raja Mumtaz Hussain Rathore Sports Stadium located at Mumtazabad (Miyani Basti), Tehsil Mumtazabad, District Haveli (Kahuta) AJK. This tender is open to contractors/firms registered with the Pakistan Engineering Council (PEC) for the year 2026-27 and endorsed by PWD AJK in the appropriate category with specialization code CE-10. Foreign bidders may participate only through joint ventures with Pakistani construction firms as per PEC bye-laws. The contract completion period is 15 months. The technical sanction number is 01/CE/B(N)/Drawing/2026 dated 09/10/2026. Bidders must upload a scanned copy of the Call Deposit from any scheduled bank in Pakistan with branches in Azad Kashmir or Bank of AJ&K before uploading the financial bid. The original Call Deposit must be submitted within two days after tender opening. Eligibility requires valid PEC registration with specialization CE-10, registration with C&W/PP&H department for e-bidding, and compliance with FBR/ATL requirements. Bidders quoting bids more than 10% below estimated cost must submit additional security as specified. Blacklisted firms or those in conflict with government are barred from participation.
