Construction of RCB Shopping Center at Tench Road (Phase-II)

The Rawalpindi Cantonment Board (RHQ Rawalpindi) invites sealed bids for the construction of the RCB Shopping Center at Tench Road (Phase-II) in Rawalpindi, Punjab. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. Bidders must be registered on EPADS v2.0 to participate and submit their bids electronically by the deadline of Tuesday, October 13, 2026 at 01:00 PM. The bids will be opened on the same day at 01:30 PM. Manual submissions will not be entertained. Items being procured: - Supply and fix deformed bars Grade-60 (37,909 Kgs) - Providing and laying RCC with 3500 psi compressive strength in beams, columns, stairs, posts, struts, piers, lintels (112 Cum) - Providing and laying RCC with 3500 psi compressive strength using weigh batch including pumping and transportation (123 Cum) - Burnt brick work in walls over 115 mm thick in cement mortar 1:4 (86 Cum, 106 Cum, 116 Cum for various levels) - Cement plaster 1:4, 13 mm thick (1340 Sqm) - Providing and laying PCC 1:3:6 as under layer for terrazzo/tiles (138 Cum) - Standard quality tiles and granite tiles including setting and polishing (606 Sqm tiles, 193 Sqm granite) - Aluminium sliding windows with anodized extruded sections (18 Sqm) - Tinted sheet glass 5 mm thick (18 Sqm) - Mud plaster and waterproofing on roof (632 Sqm) - Electrical works including fan points, light points, switches, sockets, LED downlights, distribution boards, circuit breakers, MCCBs - Plumbing works including u-PVC soil and waste pipes (50 mm and 110 mm dia) - Telephone cable installation and twin core copper cables The scope covers all civil, structural, electrical, and plumbing works as per the detailed specifications and market rates provided. The project site is located at Tench Road, Rawalpindi. Eligible bidders must have valid PEC registration, FBR/ATL registration, and demonstrate relevant past construction experience with satisfactory performance. A bid security in the form of Call at Deposit is required. The contract will be awarded based on Least Cost Based Selection (LCBS) technique. Bidders are advised to carefully review the bidding documents available on EPADS and attend the pre-bid meeting if scheduled. The bid validity period is 360 days. Performance guarantee of 5% of contract price will be required from the successful bidder. Submission of bids is strictly online via EPADS v2.0. Hard copies of bid security must be submitted to the Rawalpindi Cantonment Board office at Opposite AWT Plaza, The Mall Saddar, Rawalpindi. Late or incomplete bids will be rejected.
