Tender Description
Sukkur IBA University invites bids for the construction and rehabilitation of the college boundary wall and repair and maintenance of washrooms at IBACC Jacobabad. This tender is specifically issued by Sukkur IBA University located in Sukkur, Sindh, and requires licensed contractors with PEC category C-6 or above with specialized code CE-10(i). The project duration is 12 months with a bid security of PKR 260,000 and a performance security of 5% of the contract price. Items being procured:

- Excavation in foundation (7500 CFT)
- Cement concrete plain under foundation 1:4:8 (1045.7 CFT)
- Cement concrete mix 1:2:4 (206.25 CFT)
- RCC work for footings, columns, and plinth beam (various quantities)
- Fabrication of deformed steel reinforcement (156.89 tons)
- Pacca brick work in cement sand mortar (4340.44 CFT)
- Cement plaster 3/4" thick (4800 SFT)
- Floating coat of cement 1/32" thick (2880 SFT)
- MS angle iron for barbed wire fencing (285 R.ft)
- Barbed wire fencing with 12 gauge wire (550 R.ft)
- Cutting and removing trees (24 each)
- Laying floors of approved coloured glazed tiles (1435 SFT)
- Plumbing works including excavation, sanitary fixtures, valves, water supply pipes, soil and waste pipes, RCC pipes, septic tank cleaning, fiber glass tank, floor traps, and gully traps.
The technical scope includes comprehensive civil works such as dismantling, excavation, concrete works, steel reinforcement, brick masonry, plastering, and fencing. Plumbing works cover excavation for tanks, sanitary fixtures like washbasins, sinks, showers, towel rails, W.C. pans, valves, HDPE pipes, UPVC soil and waste pipes, and septic tank cleaning. The project requires adherence to specifications, drawings, and bill of quantities with a defect liability period of 6 months.
Eligibility criteria include valid PEC license C-6 or above with CE-10(i) code, valid Income Tax and Sales Tax registration with active taxpayer status, average annual turnover equal or above the estimated cost, and affidavits declaring no litigation, blacklisting, or corrupt practices. Bidders must submit bid security and technical proposals through EPADS with a minimum technical evaluation score of 70% to qualify for financial bid opening.
The bid submission deadline is 7 days after the publish date or as per the NIT, with bids submitted electronically via EPADS. The bid opening will be held at Sukkur IBA University, Nisar Ahmed Siddiqui Road, Sukkur. The contract includes liquidated damages of 0.1% per day up to 10% of contract amount for delays. Retention money of 5% will be deducted from bills. The contractor must submit a work completion schedule and samples for approval before execution.
