Tender Description
The Military Engineer Services (MES) invites applications for pre-qualification of contractors and firms for a comprehensive range of construction, renovation, repair, and furniture supply works at the Naval Complex in Lahore. This tender is issued by the GE (Navy) Lahore and covers multiple sites within the Naval Complex, including the Naval Complex West (NCW) Lahore and associated facilities such as the Navy Guest House, PNWC Mess, and various barracks and offices.
The scope of work is extensive and includes hard standing and reconstruction of boundary walls, construction of rooms, renovation of disaster management rooms, repair and replacement of flooring, decoration and paint works, repair and replacement of doors and miscellaneous items, polishing of floors, roof treatment, sewerage line shifting, and provision of furniture for newly constructed stores and offices. Additionally, there are periodical maintenance contracts for artifice work, electrical and mechanical services, and allied services across multiple zones and locations including Faisalabad, Multan, Sialkot, Bahawalpur, and Rahim Yar Khan.
Eligible contractors must be registered with the Pakistan Engineering Council (PEC) and be active on the Federal Board of Revenue (FBR) Active Taxpayer List (ATL). Firms on the approved MES contractor list or other government departments with relevant experience may apply. Contractors not on the MES approved list must provide proof of registration with the concerned department, financial standing, staff details, tools and plants, and experience of similar works executed in the last two years. Earnest money equal to 5% of the estimated cost is required from contractors not on the MES approved list.
The tender submission deadline is 25 May 2026 at 11:30 hours, with opening at 12:00 hours the same day. Applications must be complete and submitted to the GE (Navy) Lahore office. Incomplete applications will not be entertained. A practical tip for bidders is to ensure all required documentation, including PEC registration, FBR ATL status, and financial certificates, are properly attested and submitted on time to avoid disqualification. Early preparation of the Technical Bid and Financial Bid is advised to meet the strict deadline.
