Construction & Repair of Paving Block / CC Block at Various Places in UC 159 TMC Qasimabad, HMC Hyderabad (Phase 7)

Hyderabad Municipal Corporation invites electronic bids from eligible and qualified contractors/firms for the construction and repair of paving blocks and cement concrete (CC) blocks at various locations in UC 159 TMC Qasimabad, Hyderabad. This tender is part of the development schemes under the Hyderabad Municipal Corporation for the financial year 2026-27. The procurement follows the Single Stage – One Envelope procedure as per Sindh Public Procurement Regulatory Authority Rules, 2010 (Amended). Items being procured: - Construction & repair of paving block / CC block at various places in UC 159 TMC Qasimabad, Hyderabad (Phase 7) The scope includes dismantling of existing cement concrete, earthwork for road embankment, carriage of materials, providing and fixing cement paving blocks with natural colors, erection and removal of centering for RCC or plain cement concrete works, and cement concrete plain including placing, compacting, finishing, and curing. The work must be executed in a substantial and workmanlike manner following the specifications and drawings provided by the Hyderabad Municipal Corporation. Eligibility criteria require valid registration with Pakistan Engineering Council (PEC) for the year 2026-27, active taxpayer status on FBR Active Taxpayer List (ATL), registration with Sindh Revenue Board (SRB), valid NTN and sales tax certificates, minimum two similar completed works in the last two years, two ongoing projects of similar nature, financial soundness demonstrated by bank statements, affidavit of no blacklisting or litigation, and availability of required technical staff and equipment. Tender documents can be downloaded from the E-Pak Acquisition & Disposal System (E-PADS) e-procurement portal. A non-refundable tender fee of Rs. 3,000/- must be submitted in favor of Deposit Fund HMC via Pay Order or Call Deposit. Bid security of 2% of the estimated cost is mandatory and must be submitted both as scanned copies via E-PADS and original hard copies before bid opening. Bids must be submitted electronically through E-PADS only; manual bids will not be accepted. The bid opening will be held on 26-10-2026 at 12:00 Noon at the office of Hyderabad Municipal Corporation in the presence of the procurement committee and bidders' representatives. The contract period is 24 months with a defect liability period of minimum 24 months after completion. Performance security of 10% of the contract price is required from the successful bidder. The procuring agency reserves the right to reject any or all bids under Rule 33 of SPPRA Rules. Any attempt to influence the procurement process will lead to disqualification and blacklisting under Rule 35.
