Construction and Repair of Paving Block / CC Block at Various Places in UC 159 TMC Qasimabad, Hyderabad Municipal Corporation (Phase 6)

Hyderabad Municipal Corporation invites electronic bids from eligible and qualified contractors/firms for the construction and repair of paving blocks and cement concrete blocks at various locations in UC 159 TMC Qasimabad, Hyderabad. This procurement is under the Single Stage – One Envelope Procedure as per Sindh Public Procurement Regulatory Authority Rules, 2010 (Amended). Items being procured: - Construction and repair of paving block / CC block at various places in UC 159 TMC Qasimabad The scope includes dismantling cement concrete, earthwork for road embankment, carriage of materials like stone aggregate, cement concrete brick or stone ballast, providing and fixing cement paving blocks with natural colors and specified strength, erection and removal of centering for RCC or plain cement concrete works, and cement concrete plain including placing, compacting, finishing, and curing. Bidders must have active taxpayer status on FBR ATL, valid registration with Sindh Revenue Board, NTN and Sales Tax certificates, and demonstrate experience with at least two similar completed works and two ongoing projects. Financial soundness must be shown via bank statements for the last three years. An affidavit on E-stamp paper confirming no blacklisting or litigation is required. Tender documents are available on the E-Pak Acquisition & Disposal System (E-PADS) e-procurement portal. A non-refundable tender fee of Rs.3000/- is payable via Pay Order or Call Deposit in favor of Deposit Fund HMC. Bid security of 2% of the estimated cost must be submitted in the form of Call Deposit, Pay Order, or Bank Draft in favor of Executive Engineer Hyderabad Municipal Corporation. Bids must be submitted electronically through E-PADS only; manual bids will not be accepted. Scanned copies of tender fee and bid security must be uploaded, and original instruments submitted in sealed envelopes to the Executive Engineer's office before bid opening. The bid submission deadline is 06-11-2026 at 11:00 AM, with bid opening at 12:00 Noon the same day. A second attempt submission and opening is scheduled for 23-11-2026. PEC registration is not required for works costing Rs.2.5 million or less. Bidders should ensure all documents are signed, stamped, and complete. The procuring agency reserves the right to reject any or all bids under Rule 33 of SPPRA Rules.
