Tender Description
The Pakistan Navy Military Engineering Services (MES) invites applications for prequalification and subsequent tender issuance for construction and repair works at PN Dockyard Karachi, specifically at Mauripur, NSSD, and Lyari Karachi. This procurement covers a range of works including provision and construction of facilities, repair and maintenance, minor to major abnormal repairs, and supply of fresh water through bowzers to miscellaneous stations. The scope involves civil, electrical, mechanical, water supply, and firefighting services at the dockyard sites.
Eligible contractors must be borne on the approved MES contractors list or other government departments with relevant experience. Registration with Pakistan Engineering Council (PEC) is mandatory, and renewal for the current financial year is required. Firms must also provide NTN certification, GST registration, and demonstrate financial capability through bank statements. Contractors not on the MES approved list must submit earnest money equal to 2% of the estimated bid cost via FDR/CDR.
The tender process begins with prequalification applications due by 2 June 2026 at 1500 hours, followed by tender issuance on the same day. Completed tenders must be submitted to the CMES (Navy) COMLOG Karachi office by 8 June 2026 at 1130 hours, with opening scheduled at 1200 hours. Interested bidders are encouraged to attend the tender opening.
A practical tip for bidders is to ensure all required documentation, especially PEC registration and financial guarantees, are complete and valid before submission. This will avoid disqualification during the technical evaluation phase and improve chances of successful contract award.
