Prequalification for Construction and Repair Works Including Roads, Catwalks, and Facilities at Multiple Locations

The Military Engineer Services (MES) invites applications for prequalification of firms and contractors for a variety of construction and repair works. These works are to be carried out under the supervision of HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad. The scope covers multiple locations including Karachi, Gwadar, Ormara, Jiwani, Pasni, Makran, and coastal areas among others. The technical scope includes leftover work for construction of CH and DH at Karachi, construction of clean rooms, repair and rehabilitation of roads, construction and replacement of catwalks and steel structures, repair and replacement of CGI sheets with FRP sheets, construction of boundary walls, and provision of facilities and furniture at various naval and coastal sites. The works involve civil construction, fabrication, installation, and repair activities across multiple sites. Eligible firms must be enlisted with MES in category A or B or other government departments with relevant experience. Applicants must submit a company profile detailing similar works completed in the last five years, including sponsoring agency details, cost and performance reports, list of enrolled manpower with valid PEC numbers, details of tools and machinery, and bank statements for the last two years. NTN, FBR, PEC, and MES registration certificates are mandatory. Firms not registered or renewing PEC registration by 30th June 2026 will not be considered. The tender documents will be issued only to prequalified firms who deposit a security equal to 2% of the quoted bid cost in favor of DW&CE (Navy) Islamabad. The deadline for submission is 07 May 2026 by 1130 hours at HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad, with opening at 1200 hours the same day. A practical tip for bidders is to ensure all required documents, especially PEC registration and company profile with detailed past performance, are complete and submitted timely. Incomplete applications will be rejected. Early submission is advised to avoid last-minute issues.
