Construction of Road, Drainage System, Security Check Post with Washroom, Upraising and Renovation of Front Boundary Wall, Providing & Fixing of Tuff Tile and Miscellaneous Works of Residential Colony at Old 66 kV Grid Station Murree Road Abbottabad

The Hazara Electric Supply Company (HAZECO) is procuring comprehensive civil works at the Old 66 kV Grid Station on Murree Road, Abbottabad. This project involves the construction of a road, drainage system, a security check post with washroom, upraising and renovation of the front boundary wall, and providing and fixing of tuff tiles along with miscellaneous works for the residential colony. The scope covers extensive site works including earth excavation, masonry, reinforced concrete, plastering, painting, electrical wiring, and sanitary fittings, ensuring a complete upgrade of the facility. Eligible bidders must be registered with the Pakistan Engineering Council (PEC) in category C-5 or above, with specialization in DM (Civil) or CE codes, and must have at least five years of relevant construction experience. Financially, bidders should demonstrate audited records for the last three years with an Annual Average Turnover (AATO) of at least 70% and cash flow of 30% of the estimated cost. Completion certificates for at least two similar contracts within the last five years, each not less than 50% of the estimated cost, are mandatory. Bidders must also be active taxpayers registered with FBR and KPRA. The tender documents are available on the EPADS portal, and bids must be submitted electronically via EPADS v2.0 by 11:00 AM on June 3, 2026. Manual submissions will not be accepted. Bid security of 3% of the estimated cost is required in the form of a Call Deposit Receipt (CDR) submitted physically before the bid closing time. If the bid amount is more than 10% below the NIT amount, additional performance security is required. The contract will be awarded based on Least Cost Based Selection (LCBS).
