Construction of Roads and Bridges in Districts Dir Lower, Upper Dir, and Peshawar

The Pakhtunkhwa Highways Authority (PKHA) invites electronic bids from eligible contractors/firms through the Single Stage Two Envelope Procedure via the e-PAD System for important road and bridge construction projects in Khyber Pakhtunkhwa. The bidding is open to firms registered with the Khyber Pakhtunkhwa Revenue Authority (KPRA), enlisted with the C&W Department Khyber Pakhtunkhwa, and registered with the Pakistan Engineering Council (PEC) in the relevant categories. Bidders must also appear on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR) and demonstrate financial soundness, relevant experience, personnel capability, and required equipment as per the Instructions to Bidders (ITB). Items being procured: - Construction of additional 10-KM road originating Provincial Highway S-4 Haya Serai to Zimdara (KM-18+000 to KM-28+000) District Dir Lower (2nd Time Tender) - Construction of road from Patrak to Thal Kumrat in District Upper Dir (37.325 KM) Subhead: Package-VI KM 31.000 to KM 37.325 (06.325 KM) (3rd Time Tender) - F/S, Design & Reconstruction of Bridges: (i) Construction of Matra Bridge (S-4), District Peshawar (ii) Construction of Machni Bridge (S-4), District Peshawar (iii) Construction of Kababian Bridge (S-4), District Peshawar (3rd Time Tender) These projects involve significant civil works including road construction and bridge rehabilitation in the districts of Dir Lower, Upper Dir, and Peshawar. The scope includes earthworks, pavement laying, bridge construction, and associated infrastructure. The projects require contractors with PEC category C-1 and above for the first scheme, and C-2 and above for the second and third schemes, with specialization codes CE-01 and CE-02. Bidders must submit their bids electronically through the e-PAD System by 02 November 2026 at 1200 hours. Technical bids will be opened the same day at 1230 hours. Hard copies of the bidding documents must also be submitted to the office of the Director (Procurement), Pakhtunkhwa Highways Authority, Attached Departments Complex, Gate No. 5, Khyber Road, Peshawar. Bid security of 2% of the estimated cost is required along with a non-refundable tender entry fee in the form of a Call Deposit Receipt (CDR). Joint Ventures are allowed if they meet the required PEC category. The successful bidder will be required to sign the agreement within 28 days of acceptance.
