Tender Description
The Directorate of Works and Implementation, Sports and Youth Affairs Department, Government of Khyber Pakhtunkhwa, invites electronic bids from eligible firms and contractors for the construction, rehabilitation, and improvement of play grounds at NC/VC level in merged districts, specifically for the project at Shiwam, South Waziristan Upper. This procurement is being conducted under the Single Stage Two Envelope procedure through the E-Pak Acquisition and Disposal System (EPADS).

- Construction of Sports Facilities at Shiwam, South Waziristan Upper (Estimated Cost: Rs. 47.84 Million)
The technical scope includes comprehensive civil works for the development and improvement of playgrounds, which may involve earthworks, installation of sports infrastructure, landscaping, and provision of related amenities. Bidders must have active registration with the Pakistan Engineering Council (PEC) in Category C5 & Above and demonstrate relevant experience in similar projects. Registration with Khyber Pakhtunkhwa Revenue Authority (KPRA) and inclusion in the active tax payer list (ATL) are mandatory. All bids must be accompanied by a Bid Security equal to 2% of the engineer's estimate (Rs. 18,750/- minimum) in the form of CDR, addressed to the Director (Works), Directorate of Works & Implementation, Peshawar.
Bids must be submitted electronically via the EPADS portal (https://kp.eprocure.gov.pk) by 26th August, 2026 at 12:00 PM. The technical bid opening will take place on the same day at 2:00 PM, while the financial bid opening date will be announced after technical evaluation. The CDR in hard copy must reach the office before the deadline. Only firms with at least two similar completed projects in the last three years, each valued at not less than 50% of the estimated cost, will be considered. Joint ventures are not accepted for this tender.
